As you are well aware, CBP continues to target AD/CVD circumvention attempts throughout U.S. ports.
If you have been contracted to clear a shipment you feel may fall into the scope of AD/CVD, it is best practice to ask CBP for a scope ruling prior to filing the entry documents. You must also check with IB&M prior to issuing any bonds that are subject to AD/CVD. These bonds are subject to underwriting approval prior to issuance. This along with carrying the proper E&O Insurance is the best way to protect your brokerage from unnecessary liability.
